The devastating floods in Mabi, Okayama Prefecture, in 2018, marked a turning point for TAKUMI ENTERPRISE. This event inspired us to establish the Disaster Corresponding Unit (DCU), aimed at providing swift and effective disaster response. We take pride in being a private organization committed to strengthening disaster preparedness through proactive measures such as supply drops and the provision of life jackets. Building on these efforts, we introduced the “Tourism Disaster Preparedness Agreement,” which integrates tourism with disaster prevention and mitigation. This innovative initiative uses revenue from sightseeing tours to fund local disaster preparedness activities, safeguarding community safety without relying on government subsidies or imposing financial burdens on local administrations. Through these unique initiatives, TAKUMI ENTERPRISE strives to enhance community safety, ensure proactive disaster preparedness, and strengthen resilience against future crises.

A Disaster Response Team Acting on Private Requests

In July 2018, during the catastrophic floods in Mabi, Okayama Prefecture, TAKUMI ENTERPRISE received an urgent call for help: “Please save my family.” In response, we decided to deliver life jackets. After explaining the conditions and costs, a team comprising a former Self-Defense Force pilot and co-pilot was dispatched. They successfully dropped the life jackets and delivered essential supplies to the family.
This experience was a turning point for TAKUMI ENTERPRISE, solidifying our commitment to private disaster response activities. Since then, we have focused on preparing essential supplies, implementing appropriate compensation models, and refining transportation methods. In collaboration with the International Disaster Response Support Organization, we have conducted extensive training and research to enhance our capabilities.
Today, our operational coverage has expanded to 90% of Japan, enabling us to reach any region within two hours. We have also strengthened partnerships with equipment-related organizations and volunteer groups. Additionally, the introduction of larger aircraft now allows us to transport injured individuals and medical personnel, further supporting disaster and medical relief efforts.

Tourism Disaster Preparedness Agreement

At TAKUMI ENTERPRISE, we are dedicated to disaster prevention and mitigation. However, maintaining helicopters requires significant costs, and volunteer-based private disaster response activities have their limitations. To address these challenges, we have introduced the “Tourism Disaster Preparedness Agreement,” which integrates tourism with disaster preparedness. This initiative eliminates the need for government subsidies or grants. Instead, revenue from sightseeing tours is utilized to fund local disaster prevention and mitigation activities. By collaborating with local governments, we ensure that helicopters can be maintained and immediately deployed in times of need, without imposing financial burdens on regional administrations. Helicopter operations require regular training, annual maintenance, and substantial insurance costs. By covering these fixed expenses through tourism revenue, we provide an efficient and cost-effective disaster response system. Additionally, trained pilots familiar with local characteristics can operate flights with greater precision during emergencies. Through tailored training and a maintenance-free approach for local governments, TAKUMI ENTERPRISE offers more flexible and effective disaster response capabilities compared to other organizations. At the same time, we contribute to the promotion of regional tourism and aim to support the overall development of local communities.

Search and Rescue: COCOHELI Service

In 2016, Takumi Morioka, CEO of TAKUMI ENTERPRISE, met Kazufusa Kuga, CEO of AUTHENTIC JAPAN Co., in Hakata. Mr. Kuga was developing the “HITOCOCO” service to improve search-and-rescue efficiency in mountainous areas but faced high helicopter operation costs.
With extensive experience in winter mountain environments, Morioka understood the critical need for avalanche rescue and mountain emergency response. Their shared commitment to addressing these challenges led to the creation of “COCOHELI.”
Helicopters offered clear advantages, such as reducing search times and enhancing rescue team safety. After resolving cost concerns and confirming feasibility, COCOHELI was launched. Initially operated solely by TAKUMI ENTERPRISE, the service quickly gained recognition and is now widely used by police aviation units, fire departments, and other organizations.
As Japan’s leading aviation company in operational coverage, TAKUMI ENTERPRISE remains dedicated to supporting mountain rescue efforts, providing safety and peace of mind to communities nationwide.
